The West Chester Downtown Historic District has been on the National Register since 1985 and is centered on the 1840s Chester County Courthouse, with metered parking and borough garages nearby.
University area (south of downtown)
Much of West Chester University's North Campus is in the borough south of the commercial center, so expect student rentals and heavy traffic around move-in weekends.
West Goshen Township
Borders the borough on the north, south and east, and is home to QVC's headquarters.
East Bradford Township

- Trash, bulky items & recycling: Borough Public Works collects trash once a week in each of four quadrants; set out no earlier than 6 p.m. the day before and by 6 a.m. collection day. Limit two 35-gallon cans plus up to four Borough disposal bags. Driver’s license & car
- Driver’s license: Get a PA driver’s license within 60 days of establishing residency; apply in person at a Driver License Center, surrender your out-of-state license, pass a vision screening, complete Form DL-180R and bring proof of identity, residency and your Social Security card (source)

- Pennsylvania personal income tax is a flat 3.07% of taxable income (source)
- The Borough now collects its own property taxes: bills are mailed the first week of February, with a 2% discount for full payment by April 15 and a 10% penalty after June 15 (source)
- Pennsylvania’s Property Tax/Rent Rebate program benefits eligible residents 65 and older, widows and widowers 50 and older, and people with disabilities 18 and older (source)

- Snow emergencies: The mayor may declare a snow emergency when 6+ inches is expected; cars must be moved off Snow Emergency Routes, and parking is free at borough lots and the Chestnut Street and Bicentennial garages during the emergency. Request a no-parking posting for the moving van
The Borough’s Parking Services Department posts temporary no-parking signs for moving vans; request through the online portal, allow up to 48 hours for review, and signs must go up at least 48 hours ahead (requests after noon Friday count as Monday).
Free courtesy signs for short moves
For extra space needed less than 24 hours, the Borough will print a free courtesy sign, but it carries no ticketing or towing, so you’re responsible for saving the space.
Residential permit parking
Many borough blocks are residential permit areas with virtual permits tied to license plates, and the borough map lets you look up your address to check before move day.
Avoid WCU move-in weekend
West Chester University’s 2026 move-in ran August 20-21 for first-year and transfer students and August 22-23 for returning students, so late-August weekends near campus are busy.
Bulk trash is monthly
Borough bulk collection happens during the first full business week of each month, one item per property, and larger items like mattresses and upholstered furniture need a Bulk Trash Form submitted to Public Works at 205 Lacey Street.
