Dover is a small farming community in eastern Hillsborough County, sitting between Brandon and Plant City in the heart of Florida strawberry country. Fields and plant nurseries still surround the town, the local high school is named Strawberry Crest, and the Florida Strawberry Festival just up the road in Plant City draws huge crowds every March. Dover had 3,266 residents in the 2020 Census, so it still feels like a place where people know their neighbors.
It suits families who want a bigger yard or a few acres, people who keep horses or run a small farm, and commuters who don’t mind a longer drive in exchange for quiet. It is also a practical base for anyone who works in Brandon, Plant City or along I-4. Home prices in the Dover ZIP code rose 8.3% over the past year, according to Redfin, so it pays to shop carefully.

Where Is Dover?
Dover is an unincorporated community and census-designated place (CDP) in eastern Hillsborough County. Because it is unincorporated, Hillsborough County handles services such as permits, roads and code enforcement. The CDP itself is small, about 2.6 square miles, but the Dover mailing address and ZIP code 33527 cover a much larger rural area.
Dover is about 24 miles from downtown Tampa, about 6 miles west of Plant City and about 7 miles northeast of Brandon. The roads you will use most:
- I-4, north of town, for Tampa to the west and Lakeland and Orlando to the east.
- State Road 60, south of town, running west through Brandon and into Tampa.
- Martin Luther King Jr. Boulevard (SR 574) and US 92, the older east-west routes through the area.
- Gallagher Road and Sydney Dover Road, the local north-south connectors.
The nearest major airport is Tampa International Airport (TPA), on the west side of Tampa. If you are comparing towns, see our pages for Plant City movers, Valrico and Brandon.
Dover Population & Demographics
Dover counted 3,266 residents in the 2020 Census, down from 3,702 in 2010. It is a young, family-heavy community: the 2020 Census found a median age of 29.8, and 45.7% of Dover’s 890 households had children under 18. The Census Bureau’s newer American Community Survey estimate (2020–2024) put the population at about 3,009, with 2.9 people per household.
A quarter of residents (25.4%) were born outside the U.S. Incomes are lower than the county and state medians, and the survey’s margins of error for a place this small are wide, so read the numbers below as a general picture.

Is Dover Safe?
Dover is unincorporated, so the Hillsborough County Sheriff’s Office handles law enforcement. We did not find a Dover-specific crime report we could cite, so we won’t put a number on it.
To see reported incidents near a specific address, use the Sheriff’s Office Crime Search Map. In a rural area, it also helps to talk to the neighbors on either side and ask about things like road traffic, farm equipment and how quickly the county clears storm debris.
Cost of Living in Dover
Dover’s everyday costs look like the rest of eastern Hillsborough County. Housing varies more than anywhere else in this guide, from older block homes and manufactured homes to new houses and estates on acreage, so price ranges are wide.
Home Prices
Redfin tracks home sales for ZIP code 33527, which covers Dover and the rural land around it. The median sale price there was about $550,000 ($549,712) over the three months ending August 2026, up 8.3% from a year earlier. Homes sold in a median of 30 days, and 21 homes sold in August 2026.
That median is pulled up by larger homes on acreage, which make up a lot of the sales in this ZIP code. The Census Bureau’s longer-term measure, the median value of owner-occupied homes, was $387,000 for the ZIP code and $248,600 for the smaller Dover CDP (2020–2024), though the CDP figure has a very wide margin of error. If you are shopping, look at sales on your specific road and lot size.
Rent
Zumper listed the average rent in Dover at $2,210 a month in September 2026, with averages of $1,095 for a one-bedroom, $1,750 for a two-bedroom, $2,050 for a three-bedroom and $2,500 for a four-bedroom. Rentals are limited here, so a single listing can shift the averages. Many renters also look in nearby Brandon, Seffner and Plant City.
Best Neighborhoods in Dover
Dover doesn’t have named subdivisions on the scale of Brandon or FishHawk. Instead, it breaks down by type of property. Here is how we would think about it.
In-Town Dover (MLK Boulevard and Gallagher Road)
The streets around Martin Luther King Jr. Boulevard, Gallagher Road and Sydney Dover Road have many of the older block homes and smaller lots, and Strawberry Crest High School is on Gallagher Road. This part of Dover suits families who want to be close to school and the post office, and first-time buyers looking for the lower end of the local price range.
Rural Acreage and Farm Properties
Outside the town center, homes sit on larger parcels with long driveways, pastures, barns and workshops, and some share the landscape with strawberry fields and nurseries. This is the Dover people picture when they want room for horses, a big garden or a shop for their tools. It suits buyers who want privacy and space. Plan for well and septic inspections, and ask about any agricultural zoning or neighboring farm operations before you buy.
Manufactured Home Communities
Dover also has manufactured and mobile homes, both on private lots and in communities. They are often the most affordable way to own in the area, and they suit retirees and first-time buyers. One important note: Hillsborough County always places all manufactured and mobile homes in evacuation Zone A, even inland, so owners need a hurricane plan every season.
Weather & Climate in Dover
The closest long-term NOAA station with published normals is at Tampa International Airport. Using its 1991–2020 normals, Current Results reports an average annual high of 83°F and an average low of 66°F. Mid-January is the coolest stretch, with highs around 71°F and lows around 52°F. July and August average highs of 91°F and lows of 77°F. The Tampa station sees about 94 days a year in the 90s, 49.5 inches of rain and about 83 days with thunderstorms. August is usually the wettest month and November the driest. Dover is inland, so conditions here will not match the airport exactly.
Atlantic hurricane season runs June through November. Hillsborough County changed its evacuation zones for 2026, and more properties are now in a zone, and some areas that were not in any zone before were added to Zone E. Look up any address at HCFL.gov/HEAT and sign up for HCFL Alert.
Best months to move: October through April are the most comfortable. Keep in mind that the Strawberry Festival in early March adds traffic on the roads toward Plant City. In summer, book an early start to beat both the heat and the afternoon storms.
Things to Do in Dover
Florida Strawberry Festival (Plant City)
The Plant City Lions Club started the Florida Strawberry Festival in 1930 to promote the local crop. Today it runs 11 days, draws about half a million visitors, and ranks among the top fairs in North America. The 2027 festival is scheduled for March 4 through March 14, with concerts, rides, livestock shows and plenty of strawberry shortcake.
Hillsborough County Fairgrounds
The Hillsborough County Fairgrounds are right in Dover at 215 Sydney Washer Road. The Greater Hillsborough County Fair Association runs the county fair and other events here through the year.
Edward Medard Conservation Park
This large county park at 6140 Turkey Creek Road, south of Plant City, is built around a 700-acre reservoir for canoeing, boating and fishing. There is also a 3-mile trail for hikers, bird watchers and horseback riders (bring your own horse), a disc golf course and a campground.
Dinosaur World (Plant City)
Dinosaur World, at 5145 Harvey Tew Road in Plant City, is a 22-acre outdoor park with hundreds of life-sized dinosaurs in a natural setting, plus a fossil dig and gem mine. It is an easy half-day for families with young kids.
U-Pick at Parkesdale Market
Parkesdale Market in Plant City has been family owned since 1968. Besides its famous shortcake, it offers seasonal U-pick, which is a fun way to learn what strawberry country is all about during your first winter here.
Where to Eat in Dover
Dover itself has a few small taquerias and cafes, and most bigger sit-down meals mean a short drive east to Plant City. These three are established local favorites.
Keel Farms (Thonotosassa Road, Plant City)
Keel Farms at 5202 Thonotosassa Road is home to Keel + Curley Winery and Keel Farms Agrarian Ales and Ciders. It serves a full menu seven days a week and offers tours, tastings, events and seasonal U-pick. It is a relaxed spot for a family dinner once the boxes are in.
Fred’s Market Restaurant (Plant City)
Fred’s Market started in 1954, when Elton and Evelyn Johnson ran a gas station and Evelyn began cooking meals for friends and passers-by. Today it is a Plant City institution for Southern comfort food, with breakfast, lunch and dinner menus.
Parkesdale Market (Plant City)
Parkesdale calls itself the home of the “World Famous Strawberry Shortcake” and strawberry milkshake. It is a farm market more than a restaurant, but it is worth a stop in your first week.
Jobs & Economy
Agriculture is still part of daily life in Dover. Strawberries, nurseries and related farm work shape the local economy and the calendar, and the Strawberry Festival exists because of it. Most residents, though, commute. The mean travel time to work for Dover CDP is 34.5 minutes (2020–2024), longer than the Florida average of 28.1 minutes, and the main routes are I-4 toward Tampa or Lakeland and SR 60 toward Brandon.
In the wider Tampa area, the Tampa Bay Economic Development Council focuses on information technology, defense and security, corporate headquarters, distribution and logistics, financial and professional services, life sciences and healthcare, and manufacturing. Tampa General Hospital alone has about 15,000 team members and providers.
Schools in Dover
Public schools are run by Hillsborough County Public Schools, which describes itself as the nation’s 7th largest school district. Dover Elementary and Bailey Elementary serve the area. Strawberry Crest High School, at 4691 Gallagher Road, is Dover’s first high school; its first class graduated in 2011. It has an application-based International Baccalaureate (IB) program that draws students from across the district, and the school reported 16 National Merit Semifinalists in its most recent class. Always confirm the zoned school for a specific address with the district.
For college, Hillsborough College has a Plant City campus close by, and the University of South Florida, founded in 1956, is in north Tampa.

Moving to Dover: Tips From Our Crew
- Tell us about the driveway. Long dirt or gravel driveways, farm gates and soft ground after rain can keep a big truck from reaching the house. Send a photo or describe it when you call, and we will plan where to park and whether to bring dollies and extra hands.
- Count the outbuildings. Barns, sheds and workshops take real time to load. If you are not taking everything, our junk removal service can haul away what you don’t want so you only pay to move what you keep.
- Watch festival season. Farm equipment, school traffic and festival crowds can slow SR 574, SR 60 and the roads toward Plant City, especially around the Strawberry Festival in March. Tell us your dates and we will plan the route.
- Start early in summer. Afternoon thunderstorms roll in fast out here, and there is no shade on a pasture. We like to begin loading first thing in the morning.
- Have a storm plan for manufactured homes. Hillsborough County puts every manufactured and mobile home in evacuation Zone A. If you are moving into one between June and November, keep valuables and papers with you and have a backup date.
- Heavy items need a plan. Gun safes, pianos and shop equipment are common on rural moves. Mention them up front so we bring the right gear; see our piano and safe moving page.
Frequently Asked Questions About Moving to Dover
How much does it cost to hire movers in Dover?
It depends on how much you are moving, how far, access to the house and any outbuildings, packing and the date. A two-bedroom rental in town and a farmhouse with a barn full of tools are very different jobs. For a real number, get a free quote. Call 813-544-0048 and an owner will call you back within 15 minutes between 8 a.m. and 8 p.m. You can also see how our Dover moving crew prices and plans local jobs.
Is Dover part of Plant City or Tampa?
Neither. Dover is an unincorporated community in Hillsborough County, so the county handles services and the Hillsborough County Sheriff’s Office handles law enforcement. It sits about 6 miles west of Plant City and about 24 miles from downtown Tampa.
Can your truck get down a long rural driveway?
Usually, yes. Tell us about the driveway, gates, low branches and ground conditions when you call. If a full-size truck can’t safely reach the house, we park closer to the road and cover the distance with dollies and extra crew, or plan a smaller shuttle truck.
What are the schools like in Dover?
Dover is served by Hillsborough County Public Schools, including Dover Elementary, Bailey Elementary and Strawberry Crest High School. Strawberry Crest has a districtwide, application-based IB program. Confirm the zoned school for your address with the district before you buy or sign a lease.
Can you help if my closing dates don’t line up?
Yes. We offer short- and long-term storage, so we can pick up from your old home, store your things and deliver them to Dover when your new place is ready.
