Moving to Dover, PA: Living in Dover Guide

Dover is a small York County borough with a big-township feel around it. The borough itself covers about half a square mile along PA Route 74, and it is completely surrounded by Dover Township, a much larger area of subdivisions, farms and parks. Together they share a school district, a regional police department and a main road lined with local diners and shops.

Dover suits people who want a quiet home base with York, Harrisburg and the lake at Gifford Pinchot State Park all within reach. First-time buyers like the prices, which run below the York County and Pennsylvania medians. Families like the parks and the Dover Area School District. Commuters like being on the north side of York, closer to Harrisburg than much of the county.

Where Is Dover, PA?

Dover sits in northern York County, northwest of the city of York. Wikipedia describes it as about 5 miles northwest of the county seat in one place and “about eight miles from downtown York” in another, so plan on a short drive of roughly that distance depending on where downtown you are headed. The borough was laid out in 1764 by James Joner and was called Joner’s Town until a Dover post office opened in 1815. It incorporated as a borough in 1864, exactly 100 years after its founding.

PA Route 74, known locally as Carlisle Road south of town and North Main Street inside the borough, is the main road. It runs southeast through the Dover Township community of Weigelstown toward York and northwest out toward the Carlisle side of the county. The address you give friends will often be “Dover” even if you live in the township, because the whole area shares ZIP code 17315.

Getting around:

  • York: about 5 to 8 miles southeast, depending on the measurement
  • Gifford Pinchot State Park: in northern York County along PA 177 between Rossville and Lewisberry
  • Harrisburg International Airport (MDT): the main commercial airport for South Central Pennsylvania, in Lower Swatara Township about 9 miles southeast of Harrisburg

Dover Population & Demographics

Dover borough is small. It counted 1,954 residents at the 2020 Census, and the Census Bureau’s 2020–2024 American Community Survey estimates 1,940. Dover Township, which wraps around it, is much larger, with 22,366 residents at the 2020 Census. Most people who say they live in Dover actually live in the township.

Because the borough is so small, survey numbers below come with wide margins of error. Treat them as a general picture, not exact counts.

Is Dover Safe?

Dover borough and Dover Township are both covered by the Northern York County Regional Police Department, a full-service agency that serves twelve member municipalities and more than 88,000 residents across 215 square miles of York County. It also provides a school resource officer to the Dover Area School District. We did not find a recent, reliable crime data source for the borough alone that we felt comfortable quoting. If safety is a top concern, call the department’s non-emergency line with questions about a specific street, and drive the neighborhood at night and on a weekend before you sign anything.

Cost of Living in Dover

Home Prices

Dover is one of the more affordable places to buy on the north side of York. The Census Bureau puts the median value of owner-occupied homes in the borough at $206,200 (2020–2024), below the York metro median of $248,600, the Pennsylvania median of $254,500 and the national median of $332,700.

Recent sales run higher than that survey figure, as they do almost everywhere. Redfin reports that homes in the 17315 ZIP code, which covers the borough and much of Dover Township, sold for a median of $287,326 over the three months ending August 2026, up 5.4% from a year earlier. The median home sold in about 6 days, and Redfin rates the market as very competitive. If you are buying, have your pre-approval ready before you tour.

Rent

The Census Bureau estimates median gross rent (rent plus utilities) in Dover borough at $1,168 a month for 2020–2024. That is a little below the Pennsylvania median of $1,209 and below the U.S. median of $1,413. The borough estimate has a margin of error of about $211 because the sample is small, so check current listings before you set a budget.

Best Neighborhoods in Dover

Dover Borough

The borough is the old town center, set around North Main Street and the square where the community celebrated the opening of Brookside Park in 1901. It suits people who want to walk to a diner, a church or a school event and do not need a big lot. Housing is a mix of older single homes, twins and small apartments. The borough is only about half a square mile, so everything is close, and you are a short drive from the township parks.

Weigelstown

Weigelstown is a census-designated place inside Dover Township, along PA 74 between the borough and York. Route 74 passes a mix of homes and commercial development here, so it is a practical choice for commuters who head toward York every morning and want errands close to home. It is also the namesake of one of the district’s elementary schools, Weigelstown Elementary.

Rural Dover Township

Dover Township covers about 42 square miles, and large parts of it are still farmland and wooded hills. The township website even has a section devoted to agriculture, and several of its parks, including Brookside Park on Fox Run Road, sit in these quieter areas. This part of Dover suits buyers who want more land, a longer driveway and less traffic, and who do not mind driving a few extra minutes for groceries.

Weather & Climate

Dover has four clear seasons. The nearest long-term weather normals come from the city of York (1991–2020). There, January averages a high of 41.2°F and a low of 21.3°F, and July averages a high of 87.7°F and a low of 63.1°F. York gets about 46.5 inches of precipitation and 24.6 inches of snow in a typical year, with most of the snow falling from December through March.

For moving, late April through early June and September through October are the most comfortable months. Summer works fine but can be hot and humid, so plan on an early start. In January and February, keep a backup date in mind in case a storm rolls through.

Moving to Dover: Tips From Our Crew

  • Confirm borough or township. A 17315 address can be in Dover borough or Dover Township. Taxes, trash service and some permits differ, so check which one your new home is in before you set up utilities and trash pickup.
  • Plan around Route 74 traffic. Carlisle Road carries most of the traffic between Dover, Weigelstown and York. A truck backing into a driveway along it needs a clear gap, so a mid-morning start usually goes smoother than rush hour.
  • Measure old borough homes. Older houses near North Main Street often have narrow, turning staircases. Measure sofas, box springs and dressers ahead of time so our crew can plan to take legs and frames apart.
  • Check long driveways and farm lanes. Out in the township, some homes sit at the end of long gravel lanes. Tell us about soft ground, low branches or tight turns so we can choose the right truck size.
  • Book early for summer and month-end. June through August and the last few days of any month fill up first. Two to four weeks of notice gives you the best choice of dates.
  • Have a snow backup date. York averages close to 25 inches of snow a year. If you move between December and March, pick a backup day and keep walkways and the driveway salted.
  • Ask about storage if closings do not line up. With homes in 17315 selling in about a week, your sale and purchase dates may not match. Short-term storage can bridge the gap.
